Historically Headway began as a membership organization, originally started in 1985 by survivors of brain injury and their families who advocated for more local services to help find alternatives to institutional care. Other than our two waiver programs, the Traumatic Brain Injury (TBI) waiver and the Nursing Home Transition and Diversion (NHTD) waiver, all other Headway services, which includes outreach, support, navigation, and education are funded only through donations.
